2017 "Windows 10" Can't Remove Read Only

This problem has me tearing my damn hair out. As the title says, all the folders on both my system (C:\) and storage (E:\) drives are locked to "Read But". If I try to alter this, I get a popular-up asking for authoritative permission to make the change - which I give, since I accept the only account on this PC and I am the admin. Still, after waiting for my system to utilize the changes, opening the folder's properties again reveals that information technology has reverted back to "Read Only". Needless to say this has been causing me several issues with a bunch of my software, as things tin't write anything to my folders. I take a few apps (mostly games) that are direct up not working thank you to this effect and it is frustrating the hell out of me.

I've looked this trouble upwards and found several proposed fixes, only none of them accept worked. I'll list them all here so you lot tin all meet what I've tried:

- Turning off Controlled Binder Access in my Windows Security settings. (Information technology's been gear up to "off" since earlier I noticed this problem)

- TurningonControlled Folder Access and then turning it back off.

- Editing the user permissions of both drives and granting all available accounts "Full Control" (causes "access denied" errors on several folders when attempting to use)

- Changing the attributes of folders using the CMD commands ">attrib -r +s "drive:\{path}\{foldername}" (seems to practice literally nada)

- Scanning my system with CMD commands  "/Scanhealth", "/Restorehealth", "/startcomponentcleanup" and "/ScanNow" (no errors or decadent files found on whatever scans)

- Creating exceptions in my Windows Defender Firewall and Antivirus systems for afflicted software.

- Running affected software with my Windows Defender Firewall turned off.

- Running affected software as Administrator.

I am at a loss as to what to do. I'm the admin of this damn figurer and take done everything I know how to practise in guild to grant myself the executive control needed to make these changes, merely the organization only keeps reverting them!

Information technology should be worth mentioning that I do not have whatever third-political party antivirus or antimalware systems running in the background - the but tertiary party antivirus/antimalware apps I use are Malwarebytes and McAfee Stinger, both of which I need to manually initaite in society to run - neither 1 runs passively on startup. I also ran a full scan with both of these along with Windows Defender very recently (the scans finished literally yesterday as of my writing this) and none of them came up with anything noteworthy. This, forth with the system scans run with my CMD coming upwardly make clean have me convinced that this isn't an issue with some kind of 3rd party malicious software, viruses or malware on my organisation.

I've attached a copy of my DxDiag folder regardless in case anybody needs to meet my organisation specs. Long story brusque I'm on a custom-congenital machine running 64-bit Windows 10.

The only noteworthy thing that has happened to this system in contempo memory is when my previous storage drive (my F:\ drive) died on me and was removed from the reckoner, then subseqently replaced past a new HDD for storage (the E:\ bulldoze). There are a few entries left in my registry that still point to the old F:\ drive merely I've gone through with a fine-toothed comb and updated all the ones I could. The F:\ drive was also not housing any system files (they're all still on C:\), all information technology had on it was things like games and documents and large images that needed the space, and then I'm not sure why the removal of that old drive would crusade any issues like this.

All iii of these guides include the same/like fixes and I experience I've tried all of them several times over now to no avail. The only ones I oasis't tried yet are the ones involving downloading third party software (like the one listed on the fonepaw site) every bit doing this almost always leads to some BS adware scam affair that tries to get money out of me to "Set up" issues they detect. I'chiliad non well-versed plenty to know what software is actually useful/trustworthy in this regard.

Tin can somebody hereplease aid me? I experience like I'g going insane. I only desire to be able to make basic changes to my damn estimator, only it keeps denying my access and overwriting my changes. What is causing this!? What am I doing wrong or missing here!?

P4: OverClocking.dll

Would call up not correct settings.   Also something more than useful would be a list of programs or more info on the arrangement make/model and fyi last Bios update was 2012 so maybe time for a new arrangement or turn information technology into a Linux box.  Check your support page for Update.

Also A/Five program could be the upshot.

Did non find the DiagX useful myself.

That is the way Windows has worked since the expert old days - all folders will show the Read-only checkbox enabled.

The more you lot mess with things to try to "fix" the more problems you will create.

If you accept "bug" the Read-only checkbox is not the problem and since it is the default behavior that is why no declared "solutions" will alter things.

If y'all attempt to modify a binder that has content by unticking the box and applying yous might see:

Go back and check the folder again and the folder is still read simply.
